Farm Africa is an international NGO founded in 1985, with a vision to see a prosperous rural Africa. We are a specialist development NGO working with smallholder farmers and forest communities, local governments and the private sector in Ethiopia, Kenya, Uganda and Tanzania. We are technical experts in the fields of agronomy, livestock, natural resource management and market engagement. With community engagement underpinning our approach, we design and implement sustainable solutions to rural poverty based on evidence and best practice.

Background:

FARM Africa Ethiopia has recently been awarded a grant from Sida to implement a program entitled “Growth for the Future (G4F): Harnessing small-holder productivity, adapting to climate change and protecting environments”. The G4F program is a four year program which consists four projects operating in Amhara, SNNPR, Bensihangul, Oromia and Tigray regions. Among the four projects FARM Africa in collaboration with ORDA and Mercy Corps is planning to implement a project entitled ‘Growth for the Future: Enhancing Market Systems for Improved Sustainable Livelihoods in Amhara region. The project will be implemented in South Wollo and Oromia Zones of Amhara region. The overall goal of the project is contribute to food and nutrition security by developing a market system that works for the poorFARM Africa is looking for a qualified personnel for the Job position of Agri Business Officer/Specialist.

Purpose of the Role:

The Agri Business Officer/Specialist is a technical and managerial post responsible for ensuring high quality implementation of agricultural input related activities of the project and coordinates the consortium on behalf of Farm Africa in the project implementation area. The Agri Business Officer/Specialist will be responsible for delivering and coordinating agricultural input related activities with the team and building the capacity of staff and partners in the implementation agricultural input activities.

The Agri Business Officer//Specialist will work closely with the project field team to and provide relevant capacity building and technical assistance to (i) project partners in implementing project interventions; and (ii) encourage active participation and networking between individuals and communities in recognizing Agricultural input market and marketing system problems, identifying solutions and implementing project activities related to the identified solutions. The post holder will also build capacities of communities and institutions in agricultural input markets and finance.

She/he will work closely with project coordinator, officers and community facilitators of ORDA and mercy corps, community leaders, committees and local government development agents. She/he takes part in community meetings for information gathering, exchange and carries out participatory planning supporting field implementation. She/he is responsible for advice around innovative market and finance based solutions and how to link these to sustainable Agricultural input market system. As part of this she/he will work to ensure the establishment of effective linkage between all relevant partners.

Key Tasks and Responsibilities:

  • Responsible for delivery and the technical support of market engagement works on agricultural input aspects of the project.
  • Ensure that all agricultural input activities are contributing towards the development of sustainable Agricultural input market systems.
  • Lead studies and activities related to agricultural input market engagement within the project to ensure technical excellence of all work.
  • Advice project team on best practices to ensure quality outcomes for all Agricultural input market engagement activities.
  • Assist in the development and operation of an effective system of monitoring and evaluation of the whole Agricultural input market process
  • Work with partner organisations, including ORDA and Mercy corps, to identify capacity development gaps on agri business market developments.
  • Work with the project and program Team and Technical expertise to develop and refine tools and systems for use by project staff and partners.
  • Work with project stakeholders, including cooperatives and local government, to ensure they are inclusive and designing market engagement approaches that support small holder farmers.
  • Work with the PM, the programme’s MEL Expert and Farm Africa’s Quality and Impact team, to ensure the programme’s M&E system properly monitors and evaluates Agricultural input objectives
  • Ensure the use of relevant FA’s standards; provide critical analysis and technical input to implementation processes, ensuring Farm Africa can maximise its impact and the learning potential.
  • Work closely with partner organisations to contribute lessons learned, ensure dissemination and maintain dialogue on key leanings
  • With project staff and the project coordinator, identify required training for, Private Sector, community and project staff and assist in identifying trainers and / or providing delivery of training and capacity building.
  • Involve in organizing capacity building trainings i.e develop TOR and facilitate the training) as required and instructed by the PM.
  • Provide regular reports of work done on specific assignments undertaken
  • Lead field level coordination and partnership among implementing partners in the overall project planning, monitoring, and implementation.
  • Keep up to date with developments in the sector, including best practice examples, to ensure on going organizational and personal development and learning
  • Perform other duties as assigned by the  Program Manager and Farm Africa

DURATION & HOURS: One year and five months with probation period of 45 days with possibility of extension

Job Requirements:

Qualification, Education and Experience:

  • MA or MSc qualification or equivalent in either of the following fields: agri-economics, agriculture, business, economics, cooperative, rural development, or any other relevant discipline.
  • Knowledge of agri-input market  development and integrating CSA practices
  • Knowledge of coordination/partnership development of consortium partners
  • Strong knowledge of and firm belief in gender equality, gender issues in rural communities and gender mainstreaming 
  • A minimum of 3-  5 years of progressive and relevant experience in Agri business  and market engagement in the development sector
  • Evidenced knowledge and understanding of project strategy, design, implementation, monitoring and reporting.
  • Experience in developing, implementing and reviewing capacity building trajectories with partner organisation and project staff
  • Hands on experience in agri-value chain development.
  • Demonstrable experience in facilitating farmers to access profitable markets
  • A deep understanding of participatory community-based project approaches in development and economic opportunities.  

Skills and Abilities:

  • Excellent ability to develop and translate plans into cost-effective operations and activities, in line with identified and available resources and budgets, and donor and other conditions
  • Proven experience in stimulating successful delivery of the project by all team members as well as partner organisations, creating open and collaborative team environments that encourages the contributions of all
  • Strong ability to identify problems and solve complex issue strategically. 
  • Proven experience and ability in co-ordination, management and negotiation within partners and other stakeholders
  • Excellent information management, networking and communication skills

Other Skills:

  • Good knowledge of Windows including Outlook, Excel, and Power Point
  • Excellent written and oral communication and presentation skills with the ability to work with a wide range of partners
  • (Local NGOs, Field teams, Government, donor and Private Sector stakeholders)
  • Fluent written and spoken Amharic and English

Desirables:

  • Experience in working in similar sized INGOs
  • Proven track record of establishing and building strong and effective relationships with partners, donors, government and private sector organizations
