Weill Bugando University College of Health Sciences was established as a result of the decision taken during the Plenary Assembly of the Tanzania Episcopal Conference (TEC), in Dar es Salaam (July 1994). The TEC decision was based on the need for the Catholic Church to contribute to the training of more doctors and other health professionals in Tanzania, in the face of the shortage of qualified personnel in the health sector, among other reasons. Currently the Tanzanian workforce is barely sixteen per cent of the minimum WHO guidelines of 2.5 workers per 1,000 population, and therefore ~70,000 health workers short.
Bugando University College of Health Sciences is a joint project between the Tanzanian government and the TEC.
